From tomcat config manager(TOMCAT_HOME/bin/tomcat5w.exe), Java tab and then in java options:
Add this Line:

-XX:MaxPermSize (http://www.seemoredata.com/en/../wiki/maxpermsize)=128M

Size can be only half of heap size.
